The Definition
Rigid Boundaries
The definition of a phase (POC vs MVP) never changes. The criteria for "Ready" and "Done" are immutable contracts.
Mobile Pathing
The movement between phases is flexible. You can jump from Start to MVP if you sign the risk waiver.
This prevents the common failure mode where teams pretend to do a POC but actually build a bad MVP. In Governance OS, you can skip the POC, but you cannot fake it.
