1. Lens Utilization %:
What % of active projects have a signed Scope Card? (Target: 100%)
2. Change Forum Ratio:
Total Scope Changes / Recorded Forum Decisions. If this is high, you have shadow scope.
3. Disruption Cost:
Hours lost to "fly-by" requests vs. planned work. (Target: < 10%)
