4. The Governance Shield
Scope Freeze
Protecting the team from mid-flight chaos.
A Scope Freeze is a declared period during which the agreed Scope of Work is mathematically protected.
🎭Tone:Scope Freeze does not mean "nothing can change." It means nothing changes invisibly.
During a Freeze
Once execution begins, the baseline is locked. During this window:
- ☐New ideas are logged in a backlog, not injected into the sprint.
- ☐Informal approvals and corridor conversations are invalid.
- ☐Ownership and rationale for any deviation must be explicit.
The Change Forum
The Change Forum is the alignment gate for all significant scope, timeline, boundary, or risk changes. It exists to protect teams from absorbing unowned decisions under pressure.
No change enters delivery without answering:
- What is being added or removed?
- Who owns the decision?
- What is the impact on scope, time, and risk?
- What is being deprioritized as a result?
Shielding Rules
Opinions are welcome before scope freeze. Decisions are welcome through formal forums. Noise is anything that bypasses ownership, trade-offs, or traceability. Stakeholders are not blocked; they are redirected.
