The Change Forum Protocol
In the Governance OS, the Change Forum is not just a meeting. It is triggered systemically when a user edits a Live project, clicking ⚖️ Review Changes.
The 15-Minute Agenda
- 1. Context (2 min): Why are we breaking the freeze?
- 2. The AI Audit (3 min): Review the Red Violation Modal. What exactly changed in the Budget, FTE, or Scope?
- 3. Trade-offs (5 min): Apply the Zero-Sum Rule. If we add X, what is dropped or delayed?
- 4. Decision (3 min): Accept, Reject, or Defer.
- 5. Sign-Off (2 min): Void existing signatures and physically re-sign the new baseline in the OS.
Hard Rule
No decision = no change. If the quorum cannot reach a consensus in 15 minutes, the baseline remains locked. The burden of proof is on the change requestor, not the defenders of the scope.
